The DLNR boating division...I think the address is 300 queen st not a 100% its 300 though. Just google it. Its on the 3rd or 4th floor in the corner building. Not too hard to find but parking can be. Oh another thing...its accross the street from the post office you can pay and park behind there as well and its only a short walk.

There are some sample registration forms so you can see what information you need to have. You will still have to fill out the form at the DOBOR office. Renewals can be done on-line.

No need register non powered kayaks. I try to avoid the den of thieves aka DLNR Boating office in Honolulu as much as possible. The parking is terrible and expensive ($3.00 for 30 minutes) to unless you can find street parking the meters running 25 cents for every 10 minutes.
