In response to "kinda makes you mad": That is a real shame - I agree. More seriously, though; that is poaching - a very serious crime. Walking on thin ice there I would say, since prosecution is criminal (perhaps felony) and can really ruin someone's life real fast. Sorry to sound so harsh but it is surely a matter than cannot be taken lightly. Poaching is a very serious offense as far as law-breaking is concerned - but we anglers definitely frown on such conduct since it ruins the fishery (which is why it's illegal, among other reasons, right!). It has been proven for a long time (old hat now) that catch and release is paramount to a decent or even a mediocre recreational fishery (not a subsistence fishery - a recreational angling fishery).
