Non-Resident f/w Fishing Licences

Remember that we were talking about how many nonresident (tourist) f/w licenses were being sold? The following are the numbers for Fiscal Years '08 (July '07 to June '08) and '07 (July '06 to June '07):

FY 2008
Resident : 6,992 licenses sold
Nonresident: 527 licenses sold
TOTAL: 7,519

FY 2007
Resident : 6,827 licenses sold
Nonresident: 301 licenses sold
TOTAL: 7,130

There was a 75% increase in nonresident licenses sold from FY 2007 to FY 2008. Now where did this came from (fw fishing here or Kauai or both)?
