I was informed by a campus security guard that fishing is NOT allowed.

When I did "fish" there, I did not catch any bass but there's other kinds of fish including koi and this fish that was reportedly caught in Manoa pond. (note the background in the photo )

You cannot get a definite answer except the answer of "It depends." Are No Trespassing signs posted? If so, you could be subject to arrest for criminal trespassing, rod & reel, tackle, etc. confiscated. You could just be trespass warned by UH witnessed by the Sheriffs if you are on State property. Or you could just be kindly asked to not fish. Too many other places to fish to risk it in my opinion.

Fished there a few months back on a weekend. Don't remember any signs, and despite quite a few people passing by, no on told us we could not fish and did not see any security. Used to have Largemouths and Tucs back in the day(my mom caught a 3 lb LGM on bread and a bamboo pole!). Before the artesian well stream became overgrown, you could see LGM babies swimming around up the stream. Hope this helps. And this last time, we only caught some cichlids.
